• On 18 September 2006, Prime Minister Nguyen Tan Dung signed Decision No 1237/QĐ-TTg to establish the Institute of Strategy and Policy on Natural Resources and Environment (ISPONRE).
Institute of Strategy and Policy on Natural Resources and Environment, under Ministry of Natural Resources and Environment, conducts research on socio-economic policies related to natural resources and environment and proposes strategies, institutions, policies and master planning on natural resources management and environmental protection, and perform a task of training and other duties prescribed in Law.
Institute of Strategy and Policy on Natural Resources and Environment has a legal entity, its own seal, and bank account according to regulations of the Law.
• 16th November 2006, Minister of Ministry of Natural Resources and Environment issued Decision No 1708/QĐ-BTNMT to appoint Assoc. Prof. Dr. Truong Manh Tien (Former Director of Department of Environment) as Director General of Institute of Strategy and Policy on Natural Resources and Environment.
• 29th December 2006, Minister of Ministry of Natural Resources and Environment issued Decision No 2021/QĐ-BTNMT regulating functions, mandates, authorities and organizational structure of Institute of Strategy and Policy on Natural Resources and Environment. In which, Institute of Strategy and Policy on Natural Resources and Environment has 02 units supporting the Director General (Office and Division of Science and International Cooperation); 04 Research Department ( Department of Strategy, Department of Policy, Department of Forecasting and Department of Economics) and 03 Self-Accounting units (Center for Training and Consultancy on Science, Center for Data and System analysis, and Magazine of Strategy and Policy on Natural Resources and Environment)
• 04th March 2008, the Government issued Decree No 25/2008/NĐ-CP regulating functions, mandates, authorities and organizational structure of Ministry of Natural Resources and Environment. Accordingly, Institute of Strategy and Policy on Natural Resources and Environment is an agency included in the list of 24 agencies under Ministry of Natural Resources and Environment.
• 28th March 2008, Minister of Ministry of Natural Resources and Environment issued Decision No 652/QĐ-BTNMT to appoint Dr. Nguyen Van Tai (Former Deputy Director of Department of Environment) as Acting Deputy Director General of Institute of Strategy and Policy on Natural Resources and Environment.
• 02nd July 2008, Minister of Ministry of Natural Resources and Environment issued Decision No 1326/QĐ-BTNMT regulating functions, mandates, authorities and organizational structure of Institute or Strategy and Policy on Natural Resources and Environment. According to this Decision, the Institute has 15 units including 03 units supporting the Director General (Office, Division of Planning and Finance and Division of Science and International Cooperation) 08 Research Department (Department of Integrated Research, Department of Strategy Forecasting, Department of Economics of Natural Resources and Environment, Department of Environment and Sustainable Development, Department of Land Management and Real Estate, Department of Natural Resources Management and Biodiversity, Department of Climate Change, Sea and Islands); 04 self-accounting units (Center for Advising and Training on Natural Resources and Environment Management, Center for Information on Strategy and Policy on Natural Resources and Environment, Magazine of Strategy and Policy on Natural Resources and Environment, and Sub-Institute of Strategy and Policy on Natural Resources and Environment in Ho Chi Minh City).
• 02nd October 2008, Minister of Ministry of Natural Resources and Environment issued Decision No 1948/QĐ-BTNMT to appoint Dr. Nguyen Van Tai (Acting Deputy Director General) as Director General of Institute of Strategy and Policy on Natural Resources and Environment.
• 04th March 2014, the Government issued Decree No 21/2013/NĐ-CP regulating functions, mandates, authorities and organizational structure of Ministry of Natural Resources and Environment. Accordingly, Institute of Strategy and Policy on Natural Resources and Environment is an agency included in the list of 23 agencies under Ministry of Natural Resources and Environment.
• 09th December 2013, Minister of Ministry of Natural Resources and Environment issued Decision No 2468/QĐ-BTNMT regulating functions, duties, authorities and organizational structure of Institute of Strategy and Policy on Natural Resources and Environment. The institute has 10 units as following:
- 02 units supporting the Director General: Office and Division of Science and International Cooperation.
- 06 Research Departments: Department of Integrated Research and Strategy Forecasting, Economics of Natural Resources and Environment, Land Administration, Environment and Sustainable Development, Minerals and Water Resources, Climate Change and Global Issues.
- 02 self-accounting units: Centre for Information, Consulting and Training, Magazine of Strategy and Policy on Natural Resources and Environment
• 31st August 2015, Minister of Ministry of Natural Resources and Environment issued Decision No 2218/QĐ-BTNMT to appoint Assoc. Prof. Dr. Nguyen The Chinh (Former Acting Deputy Director General) as Director General of Institute of Strategy and Policy on Natural Resources and Environment.
