Research to develop a national system of measuring, reporting and verification (MRV) for management of greenhouse gas emissions reduction activities in Vietnam

1. Objectives of Research: Overall Objective: Research to develop a national system of measuring, reporting and verification (MRV) for management of GHG emissions reduction activities in Vietnam.Specific Objectives:- Recommend a national system for measuring, reporting and verification (MRV) for active inventory of greenhouse gas (GHG) countries by scientific approach- Evaluate the potential of GHG emissions reduction on the basis of the national GHG inventory in key areas in line with the conditions and circumstances beyond 2012- Recommend necessary policy to support management of greenhouse gas emission sources and support activities to reduce GHG emissions in Vietnam2. Subjects and Scope of Research:- Subject of Research: MRV system to for management of GHG emission - Scopet of Research: Recommended MRV system for Vietnam 3. Methodology: - Gather and study information and research results of the other programs and scientific research projects, international experience related to the subject- Method of analysis: Analysis of world experience in development of a measurement, reporting and verification (MRV) systems as well as emissions trading system (ETS) in various countries; assess the management model of GHG emission management abroad and to consider the possibility and the extent applicable to the circumstances of Vietnam the coming years- Methods of survey and interviews: the status and potential of GHG emissions reduction activities in Vietnam; difficulties and advantages and conditions for successful implementation of activities to reduce GHG emissions in Vietnam- Expert interview and consultation workshop.4. Contents:- Study rationale and international experience in building system for GHG inventory, the national MRV systemfor management of GHG emissions reduction activities countries, and set targets of GHG emission reduction - Study of status of GHG emissions management and identify necessary conditions to support emission reduction activities in Vietnam- Develop framework of national MRV system for national GHG inventory in Vietnam - Recommend necessary sopporting policy 5.
