General information Vietnam is among the top five countries in the world that discharge the most plastic waste to the sea with a total amount discharged annually ranging from 0.28 to 0.73 million tons[1]. Marine plastic waste is one of the most dangerous pollutants, causing great damage to the environment, marine ecosystems and marine economic sectors, obstructing the sustainable development of the blue economy in Vietnam. Resolving the problem of marine plastic waste will help solve one of the most important issues in the marine environment, contributing to the implementation of the directions and strategies of Vietnam on green growth and sustainable development. Marine plastic waste in Vietnam are mainly composed of cheap, disposable plasticproducts such as plastic bags, foam boxes ... Therefore, for Vietnam, one of the most effective way to alleviate the problem of marine plastic waste is raising public awareness of marine plastic waste and its harmful effects to change public attitudes about using plastic products as well as using alternatives to plastics. At the same time, it is necessary to apply measures to encourage the restriction of production and trade of plastic products. Part of this can be done through education and advocacy programs to raise public awareness of marine plastic waste, its effects and alternatives to plastics in Vietnam. Ha Long City is a tourism city located by the Ha Long Bay, a UNESCO World Heritage Site, however, is also facing the problem of plastic waste. The Ha Long City coast is within a region of high marine biodiversity with many endemic species needed to be protected. At present, there are more than 8 million tourists annually to Ha Long, therefore even if only a small percentage of tourists are aware of marine plastic waste, its impacts and alternatives to the uses of plastic products, the impact can be significant. For the reasons above, the Belgium-Vietnam Study and Consultancy Fund (SCF) has funded the Institute for Strategy and Policy on Natural Resources and Environment (ISPONRE) to implement the Project “Developing and implementing education and communication programs on marine plastic debris at Ha Long City, Quang Ninh”. The Project has specific goals: (i) provide international experiences in managing the production, trade, use and discharge of plastics and marine plastic waste, impacts of marine plastic wastes and alternatives to plastics; (ii) producing documents evaluating the current state of production, trade, use and discharge of plastics and marine plastic waste, impacts of marine plastic wastes and alternatives to plastics in Ha Long City, Quang Ninh Province; (iii) developing brochures/pamphlets, leaflets, posters, materials for training and advocacy on managing the production, trade, use and discharge of plastics and marine plastic waste, impacts of marine plastic wastes and alternatives to using plastics in Ha Long City, Quang Ninh Province; (iv) organizing training courses and promotion campaigns for the Project target audiences in Ha Long City, Quang Ninh Province. To achieved the aforementioned goals, this Project has six activities: 1) Reviewing international practices and experiences in managing the production, trade, use and discharge of plastic waste; 2) Investigating the trade, use of plastic products and impacts of plastic waste, current status of plastic waste management in Ha Long City; 3) Developing an education and communication program on marine plastic waste in Ha Long City to raise public awareness on marine litter, its impacts and alternatives to using plastics in Ha Long City; 4) Develop brochures/pamphlets, leaflets and posters as well as materials for training and advocacy on marine plastic waste, its impacts and alternatives to using plastics as well as solid waste management; 5) Implement education and communication programs on marine litter in Ha Long City; 6) Synthesize lessons learned to develop the Final Report. The Institute of Strategy, Policy on Natural Resources and Environment (ISPONRE) shall recruit the international consultant from the Kingdom of Belgium to assist the implementation of Project activities, assuring efficiency and quality. 2. Purpose of the task To ensure the orientation and quality of the Project's activities and products, including technical reports prepared by the national consultancy unit of the Project and the general survey of the trading and use of plastic products, the effects of plastic waste, and plastic waste management in Ha Long City. 3. Tasks and responsibilities of the consultant 3.1. To reach an agreement with the Project owner on the plan and progress of the work; 3.2. Contribute comments, discussions and recommendations to revise and finalize thereports and communication materials of the Project by updating the latest knowledge in the world on marine plastic waste management that are suitable for application in Ha Long City, Quang Ninh Province, Vietnam. Reports and materials include: - Report on Review of international practices and experience in the management of the production, trade, use and disposal of plastic waste; - Report on Survey on the trade and use of plastics and the impacts of plastic waste, the current status of plastic waste management in Ha Long City; - Report on Development of the Education and Communication Program on marine plastic waste in Ha Long City to raise public awareness of marine plastic waste, its impacts and alternatives to plastics in Ha Long City; - Training and communication materials of the Project, including booklets, leaflets and posters, as well as materials for training and education on plastic waste, its impacts and alternatives to plastics as well as the management of solid waste; - The Project Final Report. 3.3. Participating in the survey of the trade and use of plastics and the effects of plastic waste, the status of plastic waste management in Ha Long City; 3.4. Participate in live and online meetings in Hanoi to agree on the content of work to be implemented and discuss to finalize the Project reports. 4. Product 4.1. Draft reports of activities with comments, revisions, recommendations, proposed amendments and supplements, including: - Report on Review of international practices and experience in the management of the production, trade, use and disposal of plastic waste; - Report on Survey on the trade and use of plastics and the impacts of plastic waste, the current status of plastic waste management in Ha Long City; - Report on Development of the Education and Communication Program on marine plastic waste in Ha Long City to raise public awareness of marine plastic waste, its impacts and alternatives to plastics in Ha Long City; - Training and communication materials of the Project, including booklets, leaflets and posters, as well as materials for training and education on plastic waste, its impacts and alternatives to plastics as well as the management of solid waste; - The Project Final Report. 4.2. Report on Participation in Survey of the trade and use of plastic products and the impacts of plastic waste, the current state of plastic waste management in Ha Long City, with comments and recommendations on the Project implementation in the study area. All required products are written in English. 5. 1. General information

Vietnam is among the top five countries in the world that discharge the most plastic waste to the sea with a total amount discharged annually ranging from 0.28 to 0.73 million tons[1]. 6. Payment
